作为中国周边外交的一部分，在中国刚刚兴起的“水外交”侧重于如何应对周边跨界水资源争端，在方式和手段上与欧美“水外交”强国相比显得较为单一，对“水外交”理论与实践研究及教育也略显不足，没能充分发挥水外交作为中国与周边国家开展睦邻友好合作的重要平台作用。本书拟从跨文化交际的视角对水外交经典案例开展追踪研究，为此将本研究分为三大部分：跨境水资源问题、水外交及水外交实施主体及对象；上下游国家之间的水外交经典案例；非上下游国家之间的水外交经典案例。
